In 1940, Jews from Poland, Austria and Germany were being shipped to labour concentration camps, but the Jews of Hungary were not yet subjected to this since their country was not occupied by the Third Reich. By 1944, Hitler had demanded the Jews of Hungary be sent to Auschwitz.
